His
Majesty expresses his wish to see clean and credible police force

His Majesty Sultan
Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Sultan and Yang
Di-Pertuan of Brunei Darussalam has emphasised his wish to see a
clean and credible police force, one that possesses high morality
and noble characters. Speaking at the 85th anniversary celebration
of the Royal Brunei Police Force Wednesday, the Monarch also
announced the establishment of the Department of Criminal
Intelligence and a group insurance scheme for police personnel, all
of which are aimed at further achieving the effectiveness and
efficiency of the Royal Brunei Police Force. His Majesty pointed
that as the main law enforcement agency; the police must not be weak
but must |

be strong, credible and untiring. These
qualities are especially called for in this era of globalisation, where
the police are faced with difficult challenges. For example, said His
Majesty, the information technology explosion and the gloomy economic
situation can create uncertainties. As such steps must be taken to
maintain and enhance relations and networking with other police
organisations in the region.

The Monarch noted that
the existence of professional or criminals elements; white collar
criminals and others also cause great concern among citizens and
residents in the country. Thus in this context, His Majesty said, the
police force bears a special responsibility to confront and overcome
them. Brunei is no exception in accepting IT. While it brings many
benefits, at the same time, it also could be used for other purposes
that
could harm society. Therefore, it’s time for the Royal Brunei Police
Force to consider immediately |

establishing a Forensic Computer Section.
His Majesty added the country’s location and its current economic
situation is good. However, this also encourages illegal immigrants,
smuggling and violations by foreign fishermen. No doubt all these
require the commitment of the police and other relevant parties. His
Majesty stressed that the public places its hope on the police, and
hence, in order to win the public confidence and trust, the police must
act and provide services efficiently and successfully. |

The police, His Majesty said, are not restricted to normal duties such
as keeping order and enforcing the law, but are also intermediaries
between the people and the government, especially in rural areas. Every
officer and policeman must be prepared to give their best services
regardless of time and place. When they receive reports from the public
about house thefts or suspicious characters, the police should not wait
or be too fussy with questions until they bore the

complainants. His Majesty
reminded that the criminals never wait for the police to come and always run
away as quickly as possible. Slow moving policemen would not be able to
catch the quick moving criminals. Therefore, the police force, the Monarch
advised, should always be efficient, pro-active and creative. For this, they
should have well-organised training programmes in the country or abroad.
Police personnel at all levels, His Majesty further said, constantly come
under the watchful eyes of many quarters. And the community is ever
sensitive with police’s every move and their every deviation, even though
perhaps by a small number only. The emphasis is for a clean, authoritative
and highly moral police force. As law enforcers, the police must be brave,
trustworthy and loyal, until there’ll never be a question of the agency
being used by any party for their own special interests. To complement this,
His Majesty said, he has given his consent for the formation of the
Department of Criminal Intelligence, and the provision for a group insurance
scheme for the welfare of the officers and other members the police force,
as well as their civilian staff. |

In conclusion, His Majesty expressed the hope that the changing of the
crest of the Royal Brunei Police Forces’ colours will not only symbolise
the modernisation of the force but will also inject new spirit and
determination to the force. It’s hoped the change of the crest will
inject a new spirit and breathe to the Royal Brunei Police Force. It’s
also a symbol towards the modernisation of the force. The modernisation,
His Majesty pointed out, includes the completion of building
infrastructure, the use of related technologies, increasing and
purchasing the force’s operational assets, and most importantly the
upgrading and development of its human resource. If this can be
achieved, the greater efficiency of the Royal Brunei Police Force will
be realised.

The ceremony to mark
the 85th anniversary celebration of the Royal Brunei Police Force Day
and the changing of the new Crest of the Colours of the Royal Brunei
Police Force began with the arrival of His Majesty the Sultan and Yang
Di-Pertuan of Brunei Darussalam.
Upon arrival at the Royal Brunei Police Force’s Drill Field in Gadong,
His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam,
Inspector General Police was welcomed by the Commissioner of Police,
Pehin Dato Paduka Seri Zainuddin bin Jalani. |

Also present were His Royal Highness Prince Haji Al-Muhtadee Billah, the
Crown Prince, Deputy Inspector General Police; His Royal Highness Prince
Mohamed Bolkiah, Honorary Commissioner of Police; Her Royal Highness
Princess Hajah Masna, Commandant of Women Police and Her Royal Highness
Princess Hajah Nor’ain, Deputy Commandant of Women Police.

Subsequently, His
Majesty consented to inspect the guard of honour comprised of the
personnel of the Royal Brunei Police Force. The Royal Brunei Police
Force was formed on 1st January 1921 after Police Laws was approved in
1920 and took over the duty of Law Enforcement from Police Force in the
Straits Settlement. After Brunei Darussalam achieved its full
Independence in 1984, the Royal Brunei Police Force underwent rapid
development and attained achievements. It involved in various |
|
activities
conducted regionally and
internationally by becoming a member of the International Police
Organization, INTERPOL and ASEAN Countries Police Organization,
ASEANAPOL. In October 1995, it declared a new administration structure
by introducing four directorates at it’s headquarter level. Through the
new directorate, an additional of Police Command District was made,
which is from three command district areas to six areas. On 5th May
2005, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam
consented to appoint His Royal Highness Prince Haji Al-Muhtadee Billah,
the Crown Prince; to become the Deputy Inspector General Police. |

Inconjunction with the celebration for this year, His Majesty the Sultan
and Yang Di-Pertuan of Brunei Darussalam, Inspector General Police
consented to officiate at the new Royal Brunei Police Force’s Emblem.
The current Royal Emblem was presented by Al-Marhum Sultan Haji Omar Ali
Saifuddien Sa’adul Khairi Waddien to Royal Brunei Police Force on 14th
August 1971. The new Crest of the Colours of the Royal Brunei Police
Force comprised of Umbrella: Symbolize Ruler whom lead the nation’s
sovereignty, Police Logo: Symbolize the force under the Monarch’s
protection, 6 Stars: Symbolize faith pillar which carry the Monarch’s
sovereignty towards pious rakyat, 5 in levels: Symbolize Islamic pillar
and to carry Malay Islamic Monarchy, and Bunga Air Muleh reflects Brunei
Malay Culture.

To bless the ceremony, doa selamat was
read by the State Mufti, Pehin Dato Paduka Seri Setia Ustaz Haji Abdul
Aziz bin Juned. This was followed by group choir performances by the
force’s officers and personnel.
After the parade, His Majesty as well as other royal family then proceed
to Ruman Aman for a get-together ceremony. There, His Majesty together
with other members of the royal family consented for a group photo with
senior officers of the Royal Brunei Police Force. His Majesty also then
consented to sign a book to commemorate His Majesty’s present.
During the get-together ceremony, His Majesty consented to mingle with
former Commissioners of Police as well as members of POLSARA
Association. This year’s Police Day celebration’s theme entitled
“Meningkatkan Profesionalisme Perkhidmatan Untok Kesejahteraan
Masyarakat”. |

Last night, His Majesty

Di-Pertuan of Brunei Darussalam, the Inspector General Police; consented
to attend the Majlis Santap Beradat of the Royal Brunei Police Force.
The function took place at the Officer’s Mess in Gadong.

welcomed by the Commissioner of Police, Pehin Dato Paduka Seri Zainuddin.
With His Majesty were His Royal Highness Deputy Inspector General
Police, Prince Haji Al-Muhtadee Billah, the Crown Prince; His Royal
Highness Prince Mohamed Bolkiah, Honorary Commissioner of Police; Her
Royal Highness Princess Hajah Masna, Commandant of Women Police and Her
Royal Highness Princess Hajah Norain, Deputy Commandant of Women Police.

The ‘Majlis Santap
Beradat’ began with the Crest of the Colours of the Royal Brunei Police
Force brought in followed with the drum presentation. It was then
followed with the National Anthem. His Majesty and His Royal Highness
then consented to receive greetings from the officers present. Before
departure, His Majesty and His Royal Highness consented to sign the
‘signature slip’ and receive souvenirs. |

ASEAN
Ports Training Workshop opens |

It is of paramount
importance for every appropriate agency and private company in the
supply chain network in Brunei Darussalam to carry proper handling of
dangerous goods to ensure that the interest of environment, health,
safety and national security is not comprise and jeopardize. The
Permanent Secretary of Ministry of Communications, Dato Paduka Haji
Mohamad Yussof emphasised this at the opening of ASEAN/APA GTZ Training
Workshop on “Handling of Dangerous of Goods in Selected ASEAN Ports”,
Wednesday.
Dato Haji Mohammad Yussof said the workshop would assist appropriate
authorities in Brunei Darussalam in the implementation of Protocol 9 -
Dangerous Goods, which is one of the implementing protocols under the
ASEAN Framework Agreement on the Facilitation of Goods in Transit signed
in September 2002. The workshop, which is divided into two parts, is one
of the Maritime Transport cooperation activities under the ASEAN
Transport Action Plan 2005-2010 with the goal of “Achieving Globally -
Acceptable Standards in Maritime Safety and Security and Protection of
Marine Environment”. The first part is a three-day training workshop on
Applicable International Regulations Concerning Port Safety, Security,
Health and Environment and Introduction to Port Safety, Security, Health
and Environment Management System.
About forty representatives from various government agencies and the
private sector including PSA Muara Container Terminal, BSP and BLNG are
attending the first part of the workshop which is being conducted by a
consultant form Germany. The second part of the workshop will be held
from the 23rd to the 28th of this month. The five-day training programme
on Port Safety Audit will equip the participants with the knowledge on
how to conduct a port safety audit and accordingly prepare audit report.
The workshop is being held at the Civil Service Institute in Rimba,
Gadong. |

Seminar on Legal Thought of Mazhab Al-Shafi’i to mark UBD’s 20th anniversary

In conjunction with its
twentieth anniversary, Universiti Brunei Darussalam is hosting an
International Seminar on Legal Thought of Mazhab Al-Shafi’i. The seminar
was officiated by the Minister of Religious Affairs, Pehin Dato Seri
Utama Doctor Ustaz Haji Awang Mohd. Zain, Wednesday. The Minister said
the Mazhab Shafi’i School of Thought has contributed in safeguarding,
harmonizing and securing the family values. This sect, the Minister
added, lists out pre-conditions for representative in an akad-nikah or
pledge of marriage, which must be clearly highlighted in problems which
may later arise within a marriage.
The seminar which carries a theme “Strengthening and Practicing of the
Mazhab Shafi’i Legal School of Thought in the Globalization Era” touches
on several main aspects on the Mazhab Shafi’i which covered from the
legislation to the Shafi’i bibliography, its thought, application,
knowledge and method. Nineteen working papers are discussed in the
two-day seminar. The speakers are from Brunei Darussalam, Malaysia,
Maldives, Thailand and Indonesia. |
