Crown Prince and Her Royal Highness begin their separate programmes in Hanoi

 

His Royal Highness the Crown Prince and the Senior Minister at the Prime Minister’s Office and Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah, Tuesday began their separate programmes in Hanoi on the second day of their official visit to Vietnam.

His Royal Highness Prince General Haji Al-Muhtadee Billah, the Crown Prince; began his programme with a visit to the Special Forces Academy in Xuan Mai.  Upon arrival, His Royal Highness was greeted by the Commander of the Special Forces, Major General Pham Huu Chinh, together with the Deputy Director of the Special Forces Academy, Senior Colonel Giap Van Thien.  Major General Pham Huu Chinh delivered a welcoming remark while Senior Colonel Giap Van Thien briefed His Royal Highness on the activities of the academy.  Also during the visit, His Royal Highness watched a demonstration on weapon drill by the trainees of the academy.

 
 

Her Royal Highness Pengiran Anak Isteri Pengiran Anak Sarah began her programme with a courtesy call on the Vice-President of Vietnam’s Women Union, Madame Nguyen Phuong Minh, at the Vietnam’s Women Union Headquarters.  After the meeting, Her Royal Highness went on to visit the Museum of Vietnamese Women.

In the afternoon, His Royal Highness the Crown Prince called on His Excellency President Tran Duc Luong at the Presidential Palace, and on the Prime Minister, His Excellency Phan Van Khai at the Government Office.  During the courtesy calls on the President and the Prime Minister, His Royal Highness exchanged views on bilateral relations, especially on cooperation in trade, defence and education.  His Royal Highness and Their Excellencies expressed their satisfaction with the progress of the bilateral cooperation between Brunei Darussalam and Vietnam.  Both the President and the Prime Minister reiterated their appreciation for Brunei Darussalam’s role in Vietnam’s admission into ASEAN in 1995.

 
 

State Legislative Council unanimously approves 2006/2007 Budget

 

Members of the Legislative Council, Tuesday unanimously approved the budget which is now known as the Supply Act 2006/2007 ‘bracket’ 2006 that will commence on the first of April 2006.  The meeting also approved the Resolution under Chapter 4 ‘bracket’ 2 of the Consolidated Fund for Development Section 136.  The consensus was reached on the fifth day of the First Session of the Second Season of the Legislative Council.

 
 

Meeting at committee level, the members discussed wide ranging issues on the budget appropriations from allocations for new Muslim cemeteries, housing and new mosques and more.

The Penghulu of Mukim Lumapas, Yang Berhormat Awang Haji Bakar bin Mansor highlighted the maintenance of mosques, prayer halls and religious schools.  He said reports or complaints had been made but no repairs have been done.  To this, the Minister of Religious Affairs, Yang Berhormat Pehin Dato Seri Utama Dr. Ustaz Haji Awang Mohd. Zain replied the ministry takes such matters seriously and was monitoring the situation.  However, such reports come from all over the country and repair works would take place in rotation.  Yang Berhormat Awang Haji Bakar also proposed that temporary religious school premises be replaced with permanent ones.  The Minister replied there’s provision for the construction of such school under the National Development Plan.

Another appointed member, the Penghulu of Mukim Kota Batu, Yang Berhormat (Retired) Major Awang Haji Abu Bakar bin Haji Ibrahim sought explanation on the new Muslim cemetery on Pulau Berambang, which had been delayed.  The answer from Yang Berhormat Pehin was the project has been halted pending the outcome of discussions amongst relevant parties.  However, the Minister assured residents in the concerned areas that a new systematic cemetery was now open at Kampung Terunjing as well as other sites, for the use of Kampong Ayer residents and others.

The Ketua of Kampung Belingus, Temburong, Yang Berhormat Awang Haji Sulaiman bin Haji Ahad conveyed the good response of the district’s resident to His Majesty’s titah for the formation of a full-fledged an Islamic University and proposed that it be built in Temburong.  In response, the Minister of Religious Affairs, a committee already exists to handle the matter and it’s headed by the Deputy Minister of Education.  He added the committee is tasked with matters relevant to the establishment of the university, including its site and the services of consultant.

Issues pertaining to the construction of mosques in Kampung Kiudang and Kampung Sengkarai as well as the extension of Kampung Keriam Mosque, all in the Tutong District were raised by several members.  To which, the Minister of Religious Affairs replied that the issues in question are being considered and necessary action are being taken.

Meanwhile, another member, Yang Berhormat Awang Haji Idris bin Haji Abbas told the committee meeting that the country’s National Housing Scheme has won praise from neighbouring countries.  However, he also highlighted whether the budget allocated for the National Housing Projects is sufficient to cover the increasing demands.  He also sought explanation if the opportunity to jointly implement the National Housing Scheme was given to local consultants.  In this regard, the Minister of Development, Yang Berhormat Pehin Dato Paduka Haji Awang Abdullah said the ministry was aware of the high demands on the housing infrastructure and will continue to upgrade efforts towards fulfilling the people’s needs for such housing.  The Minister added the ministry would try to expedite in providing such infrastructure through the assessment committee and with the involvement of the country’s private sector.

Meanwhile, more issues were raised when the Councilors met at the committee level again Tuesday afternoon.  Health, community development and environmental pollution were among the matters that were given particular attention.  An appointed councilor, Yang Berhormat Awang Haji Idris bin Haji Abbas quoted His Majesty’s titah on the opening day of the State Legislative Council meeting that called for careful and prudent spending.  With regards to this, he asked what the Ministry of Health’s response was to the call for a stable economy.  

The Minister of Health, Yang Berhormat Pehin Dato Paduka Haji Suyoi replied that considering more than twenty million dollars worth of medicines were being spent to cure chronic diseases, the people are encouraged to practice a healthy life style so that spending on treatment later could be minimized.  In this case, the Minister emphasized the concept of “Prevention Is Better Than Cure”.  Another appointed member, the Ketua of Kampung Lumut Satu, Yang Berhormat Awang Haji Mohammad Shafiee bin Ahmad proposed that the needy such as widows, be trained in specific skills to assist them to become self reliant.  The Minister of Culture, Youth and Sports, Yang Berhormat Pehin (Retired) Major General Dato Seri Pahlawan Haji Mohammad welcomed the proposal as such a measure could help lessen the burden of the needy and the government at the same time.  

Under the Marine Act, legal action would be taken against any boat or barge found guilty of committing oil spillage in the river or sea.  This answer was given by the Minister of Communication, Yang Berhormat Pehin Dato Seri Setia Haji Abu Bakar to the Ketua of Kampung Belingus, Temburong, Yang Berhormat Awang Haji Sulaiman bin Ahad who raised the question of pollution in the Temburong River.  The State Legislative Council is adjourned and will reconvene at nine this morning.

 

Education Conference will discuss education program and training conducted by SEAMEO

 
 

The 41st Southeast Asian Ministers of Education Organisation Council Conference and the 1st ASEAN Ministers of Education Meeting is being held in Singapore starting Tuesday until Thursday.

The Deputy Minister of Education, Pengiran Dato Seri Setia Doctor Haji Mohammad as a representative of the Minister of Education left for the republic Tuesday morning to attend the meetings.  Also in the delegation are the Permanent Secretary and the Deputy Permanent Secretary at the Ministry of Education as well as several senior officers from the ministry. 

 

The conference will discuss regional education affairs among member countries and ASEAN nations, particularly programs and trainings conducted by SEAMEO regional centres.  An exchange of views session will also be held inconjunction with the 1st ASEAN Ministers of Education Meeting entitled “Promotion of ASEAN Identity and Socio-Cultural Community - Building on the Strengths of Our Multi-Ethnic Societies”.

The conference will discuss regional education affairs among member countries and ASEAN nations, particularly programs and trainings conducted by SEAMEO regional centres.  An exchange of views session will also be held inconjunction with the 1st ASEAN Ministers of Education Meeting entitled “Promotion of ASEAN Identity and Socio-Cultural Community - Building on the Strengths of Our Multi-Ethnic Societies”.

 

78% of Brunei Darussalam covers with Tropical Rain Forest

 
 

78 percent of our country is still covered with Tropical Rain Forest and this figure percentage is the highest in the Asia Continent.  This has been stated by the Deputy Minister of Industry and Primary Resources, Dato Paduka Haji Hamdillah at the launching ceremony of World Forestry Day at the Sungai Liang Recreational Forest Park, Tuesday.

The Deputy Minister of Industry and Primary Resources said with our proud rich forest treasure, our forest has been recognized by the World Wildlife Fund, WWF, as the ‘Heart of Borneo’ and there are the country’s Park of Ulu Temburong and Ulu Belait.  Dato Haji Hamdillah also touched on the aspiration of the Ministry of Industry and Primary Resources that is partnership with the WWF, which aimed to attract the Foreign Direct Investment to generate the benefits of the socio-economy and development in the rural areas and natural environment through the package of eco and nature tourism industry and at the same time, for the assurance of water resource in the future.  Through the 9th National Development Plan, the ministry has opened opportunity for private local sectors to involve in the Forestry and Tourism Sector.

The morning’s launching is the opening for all events inconjunction with World’s Forestry Day throughout this year.  This year’s theme, “Forest in Perpetuity: Assured Source of Water, Important of Water and Forest” having closed relation to create the unique forest eco-system network, self supporting and complex where all the living organism incorporate between each other.

 

8th Ladies Golf Challenge 2006 begins at RBA Golf Complex

 

Almost a hundred female golf players are participating in the 8th Borneo Ladies Golf Challenge Trophy 2006.  The two-day tournament takes place at the RBA Golf Complex in Berakas.

The tournament began Tuesday with ladies teams from Sarawak, Labuan, Sabah and host Brunei playing for the completion of 18 holes.  The team event is the main event of the tournament.  Various attractive prizes are being offered at the tournament including a classic sport car for the hole-in-one challenge prize winner.  The prize presentation will be held this afternoon.
