His Majesty congratulates Pakistan on Pakistan Day

 

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam greatly values the longstanding and friendly relations between Brunei Darussalam and the Islamic Republic of Pakistan. His Majesty also expressed his hope to work closely with His Excellency General Pervez Musharraf, the President of the Islamic Republic of to deepen and widen the scope of this relation in the years ahead. This was contained in a congratulatory message to His Excellency General Pervez Musharraf on the occasion of Pakistan Day of the Islamic Republic of Pakistan.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam also expressed his hopes that His Excellency General Pervez Musharraf would always remain in good health and happiness and for the people of the Islamic Republic of Pakistan to always enjoy continued progress and prosperity.

At the same time, in a congratulatory message to His Excellency Shaukat Aziz, Prime Minister of the Islamic Republic of Pakistan, His Majesty congratulated His Excellency and the Government and People of the Islamic Republic of Pakistan on the occasion of the Pakistan Day of the Islamic Republic of Pakistan.

His Majesty expressed his satisfaction with the warm and friendly relations that had been long established between the two countries. His Majesty also expressed his wish that this would be maintained and enhanced in the future for the mutual benefit of the two countries and peoples. His Majesty prays to Allah the Al-mighty for the continued good health and happiness of His Excellency Shaukat Aziz, Prime Minister of the Islamic Republic of Pakistan and for the continued progress and prosperity of the people of the Islamic Republic of Pakistan.

Meanwhile, His Royal Highness Prince Mohamed Bolkiah, the Minister of Foreign Affairs and Trade also sent a congratulatory message to his Pakistani counterpart, His Excellency Mian Khurshid Mahmud Kasuri. In the message, His Royal Highness congratulates His Excellency, the Government and the people of Pakistan on their Republic Day anniversary. His Royal Highness also looks forward to continuing working together during the coming year to strengthen the important programmes of cooperation between both countries.  

 

Crown Prince and Her Royal Highness begin official visit to Laos

 

His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and the Senior Minister at the Prime Minister’s Office and Her Royal Highness Pengiran Anak Isteri Pengiran Anak Sarah, Wednesday began an official visit to the Lao People’s Democratic Republic. Their Royal Highnesses arrived in Laos from Hanoi after ended their three-day official visit to Vietnam.
Before ending the visit, His Royal Highness the Crown Prince visited a university. His Royal Highness the Crown Prince and Her Royal Highness also held a meeting with the Minister and Head of the Committee of Sports of Vietnam, His Excellency Nguyen Danh Thai.
 

 
 

During the meeting, Their Royal Highnesses exchanged views with His Excellency on regional and international sports activities and events. After the meeting, His Royal Highness and Her Royal Highness consented to attend a dinner hosted by His Excellency. Also present was Prince Abdul Qawi. During the dinner, Their Royal Highnesses were presented with a Wushu and Karate performance. Later, His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince; visited Ha Noi University of Foreign Studies. The University is situated in the Thanh Xuan District. Ha Noi University of Foreign Studies is one of the leading institutions for research work in foreign languages in Vietnam.

Before leaving the hotel for the official farewell ceremony, doa selamat was read Pehin Khatib Haji Mat Jaya bin Haji Ibrahim.His Royal Highness and Her Royal Highness proceeded to the Presidential Palace to attend an official farewell ceremony. Upon arrival at the Palace, Their Royal Highnesses were greeted by the Vice President of Vietnam, Her Excellency Madame Truong My Hoa and spouse. The visit by His Royal Highness Crown Prince Haji Al-Muhtadee Billah and Her Royal Highness Pengiran Anak Isteri Pengiran Anak Sarah to Vietnam was at the invitation of the Vice President of Vietnam.

 

Present at the Noi Bai International Airport to bid farewell to Their Royal Highnesses were the Vice Chairman of the Office of State President, the Director General of the Department of External Relations of the Office of State President, the Acting Director General of the Department of Protocol of the Ministry of Foreign Affairs, and the Deputy Director General of Department of Asia Two of the Ministry of Foreign Affairs. Also present were the Ambassador of Brunei Darussalam to Vietnam, His Excellency Dato Paduka Haji Ali bin Haji Hassan and wife.

 

First Meeting of Second Session of Legislative Council ends

 

The First Meeting of the 2nd Session of the Legislative Council is now adjourned until a new session that would be announced at a latter date. The Legislative Council’s Meeting which began six days ago has ended on a successful note. Many issues were examined, commented and debated upon, and agreed on through the spirit of consultation. All the issues raised revolved around the life of the rakyat at large, from welfare, agriculture, education to discussion on future of entrepreneurs and the like. This clearly shows how dynamic the Legislative Council is, consistent with its creation to further improve, sustain, update and strengthen the national aspiration as desired by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.
Arising from these deliberations, the Council Tuesday, after three and a half days of debate at committee level, approved the budget proposal for a sum of more than 4.53 billion dollars out of the Consolidated Fund sought by the Second Minister of Finance for the Service of the Financial Year 2006/2007. This budget is now known as the Supply 2006/2007 ‘bracket’ 2006 Act, to go into effect from the 1st of April 2006.

Of the total, nearly three billion dollars is to be appropriated for services at ministries and government departments and agencies. 1.6 billion dollars is for capital expenditures, of which 900 million dollars is to be used for developments in government departments and agencies under them, while nearly 700 million dollars is to be used as special expenditures for programmes and projects to assist developments of the private sector especially small and medium enterprises, SME’s.

When presenting the bill last Thursday, the Second Minister of Finance, Yang Berhormat Pehin Dato Paduka Haji Abdul Rahman said the country’s economy, due to the injection of special expenditures for the development of the private sector, is forecast to grow by between 2.5 and 3.5 percent during the 2006/2007 fiscal year. Hence, he added, the national revenue for the period is estimated to be around 5.2 billion dollars, of which 91 percent will be earnings from oil and gas, while 9 percent or about 500 million dollars from government services and non oil and gas sectors.

Meanwhile, members Wednesday morning raised more issues and brought forward suggestions in their adjournment speeches. An appointed member, Yang Berhormat Dato Paduka Haji Yunos bin Mohd. Noh proposed that privately owned lands that are isolated and difficult to develop or build houses on, be replaced or readjusted to settlement areas that have all the basic facilities. He said the cost of such a relocation scheme could be subsidized and be borne by the land-owners. He added this could be more cost-effective for the government and reduce the number of people leaving their lands, as they sought houses at national housing areas.

The issue of small and medium enterprises or SMEs was the focus of Yang Berhormat Dato Paduka Haji Puasa bin Haji Tudin who quoted His Majesty’s titah that called on government agencies to support the private sector and give priority to the establishment of SMEs. He proposed that priority is also given to locally owned SMEs. Yang Berhormat then raised the issue of housing developers, and said that they should register with relevant authorities in order to safeguard the interests of the citizens and residents of the country. On agriculture, he proposed building a sugar factory, with local planters as the suppliers of sugar cane to the facility.

Yang Berhormat Orang Kaya Maha Bijaya Haji Othman bin Uking highlighted the fate of single mothers, widow or divorcees, and conveyed their appeal for assistance, including pensions or allowances. Another proposal from Yang Berhormat was the setting of an agriculture-concept settlement area that could help to reduce the number of people moving to urban areas.

SMEs were again raised by Yang Berhormat Pehin Kapitan Lela Diraja Awang Goh King Chin. Among other things, he suggested the formation of a task force to monitor partnerships between local and foreigners to determine who benefits from the arrangement.Yang Berhormat Awang Haji Idris bin Haji Abas has given special emphasize on environment. Among issues he touched were the Environment Act and the need for a law to be enforced for offenders who threw garbage indiscriminately. Yang Berhormat also highlighted forest conservation. Yang Berhormat Awang Haji Sulaiman in Haji Ahai proposed for the corporate tax to be reduced from the current 30 percent to 20 percent in order to attract foreign investment. He also proposed for retirement age in the government service to be extended from 55 to 60 years old. Yang Berhormat Awang Haji Sulaiman bin Ahad proposed for the construction of a bridge linking the Temburong District to Bandar Seri Begawan be seriously considered for the
convenience and security of residents in the district.

Yang Berhormat Awang Haji Abu Bakar bin Haji Ibrahim, meanwhile highlighted the increase of cost of living among government servants and for the pension scheme to be extended to women employees. The provision of a bridge was also highlighted by Yang Berhormat Awang Haji Bakar bin Mansur to link Kampung Menunggol in Pulau Berambang which among others will contribute to the enhancement of the tourism industry.

Yang Berhormat Orang Kaya Jaya Putera Haji Taha bin Raub highlighted on the issue of the placement of land boundary stone marker pertaining to the divisions of land. He proposed the obscure markers be moved accordingly. Ex-officio members in their adjournment speeches said all the proposals put forward will be taken into consideration.

 

Brunei soon to have new power station

 
 

An Electricity Generator Project with the concept of ‘Combined-Cycle’ is being installed in this country. It would be the first of such generator placed in a move that aims to upgrade the country’s electrical supply capacity to meet anticipated rising demand. The Minister of Energy at the Prime Minister’s Office, Pehin Dato Seri Paduka Haji Awang Yahya was present to lead the concrete-laying ceremony. It was followed by the Ambassadors of Japan, US and France and other senior officials. 

The Electricity Generator Project is set up in Kampung Bukit Panggal Tutong, covering an area of 75 acres and costing 161 million dollars. The project is undertaken to ensure that a solid generation capacity is guaranteed and stable for several coming years. Apart from that, the project’s implementation will give flexibility for the Electrical Department to conduct maintenance and operational works particularly of its generating system.

 
 

As Brunei’s first ‘Combined Cycle’ generator, it is expected to act as the country’s major electricity generator and focal point for the whole system. Works on the project began in July last year and is expected to be completed in July 2007.

 

Brunei Darussalam has the highest rate of water usage in the region

 
 

Brunei Darussalam relies on its rivers that stretch a total of 3,425 kilometres, as a source of water supply. Nearly 77 percent of the source is used for domestic and commercial purposes, whilst 18 percent is in the oil and gas industry and the remainder in agriculture. This was stated by the Deputy Minister of Development, Dato Paduka Doctor Haji Mat Suny at the launch of the World Water Day 2006, Wednesday.   

Dato Doctor Haji Mat Suny said the water source is planned, developed and organised according to World Health Organization Guidelines for Drinking Water Quality. To date, a total of 99.99 percent of Brunei’s population of 370 thousand including rural residents is supplied with clean water that is safe for consumption. Water usage is estimated at 450 litres per person per day, the highest in the region, compared to neighbouring countries where usage is less than 200 litres per person per day.

 

At the gathering, the Deputy Minister of Development presented prizes to the Tasek Water Refinery Plant which was adjudged the Best Water Treatment Plant. Dato Doctor Haji Mat Suny also presented an ISO 9001 2000 Award to the Operation and Maintenance Section of the Water Services Department. The theme of this year’s World Water Day is “Water and Culture”.
 

Scout Association holds workshop to review its National Strategic Planning 2004-2013

 

Brunei Darussalam National Scout Association held a five-day workshop to review its National Strategic Planning 2004-2013. The workshop was officiated at by the Chief Scout of Brunei Darussalam National Scout Association, Pehin Dato Seri Paduka Doctor Haji Awang Hussein, Wednesday.

The Chief Scout among other things touched on the importance of having full commitment among the commissioners as well as the scout leaders in carrying out their responsibilities including teamwork without having an attitude of contradictory and negative thinking.

 

 

The workshop is being conducted by Mr. S. Prassanna, the Director of Administration and Resources Development of the World Scout Bureau Asia Pacific Region. At present, Brunei Darussalam National Scout Association has four thousand members and the association expected to have ten thousand members by the year 2013.

 

Brunei wins 8th Borneo Ladies Golf Challenge Trophy 2006 

 

Host nation, Brunei Darussalam dominated all categories to win the 8th Borneo Ladies Golf Challenge Trophy 2006. More than a hundred women golfers participated in the two-day tournament.
The Overall Nett winner went to Alice Tay who scored 128 points while the Gross Title went to Valerie Tan with 149 points.The prizes presentation took place at the RBA Golf Club in Berakas.
