Minister of
Foreign Affairs and Trade grants audience to outgoing envoy |

His Royal
Highness Prince Mohamed Bolkiah, Minister of Foreign Affairs and Trade,
Tuesday granted a farewell audience to the outgoing High Commissioner of
the People’s Republic of Bangladesh. |
|
His Royal
Highness received His Excellency M.A. Hakim at the Balai Penghadapan
Bukit Kayangan. His Excellency has been High Commissioner of the
People’s Republic of Bangladesh to Brunei Darussalam since July 2004. |

Brunei's courts
urgently need trained interpreters |

Brunei
Darussalam’s courts urgently need properly trained interpreters. The
Chief Justice said the significant importance of the availability of
trained interpreters to courts cannot be over emphasised, as they form
an important constituent in the entire process of having a fair trial.
He also disclosed that the Bandar Seri Begawan Magistrate’s Court will
soon have a new building. The problem of lack of sufficient courtrooms
which has been the stumbling block to speedier trials, he said, will
hopefully be a thing of the past when the magistrates move into the new
building thus the bottleneck created by the shortage of courtrooms would
disappear. The Chief Justice, Dato Seri Paduka Mohammed Saied was
speaking at the opening of the Legal Year 2006. |

The ceremony
began with the Chief Justice receiving a salute and inspecting a guard
of honour. Her Royal Highness Princess Hajah Mutawakkilah Hayatul
Bolkiah was at the ceremony which took place Tuesday at the Supreme
Court in Jalan Tutong. |

In his speech,
the Chief Justice also said Brunei’s courts must have adequate numbers
of interpreters, proficient in the local language and dialects. He
stressed that lack or shortages of interpreters inevitably lead to
backlog of court cases. The Chief Justice touched on crime statistics
during the past year. Among them are figures for 2005 which show an
increase in criminal cases in all magistrates’ courts. |

New Children and
Young Persons Order to be enforced |

|
Several new laws
have been amended in the country. According to the Attorney General,
these include the Children and Young Persons Order, the Child Care
Centres Order and Child Care Centres Regulations, the Mutual Assistance
in Criminal Matters Order and the Disaster Management Order 2006. |

In addressing
the Legal Year 2006, Dato Seri Paduka Haji Kifrawi said under the new
Children and Young Persons Order, such courts will be given a wide range
of powers when dealing with child offenders, including making orders for
probation or for community service. Such court may also make an
additional order requiring either or both the child or young person and
his guardian to undergo counselling, psychotherapy or other programme
for the purpose of rehabilitation or for enhancing, promoting or
protecting the physical, social and emotional well-being and safety of
the child or young person. The Child Care Centres Order and Child Care
Centres Regulations, according to the Attorney General, is to protect
and ensure the welfare of children in the country. The Mutual
Assistance in Criminal Matters Order which came into effect early this
year allows Brunei Darussalam to extend cooperation in the investigation
of criminal cases by foreign countries. |

The Extradition
Order 2006 meanwhile brings Brunei’s extradition law in line with
current international law and practice and allows the country to fulfill
its international commitments in this area. While the Disaster
Management Order 2006, establishes the National Disaster Council and the
National Disaster Management centre and provides the framework for the
management of preventive measures, preparedness, response and recovery
from any event including a terrorist attack. The Attorney General also
touched on the setting up of the Law Society of Brunei Darussalam which
now bears the burden of ensuring that its members, who are not massive
in numbers, behave and conduct themselves in a manner which, while not
tarnishing the image of the profession and bringing it into disrepute
both outside in their treatment of their clients and inside the
courthouse. |

Meanwhile Awang
Ahmad Basuni, President of the Law Society of Brunei Darussalam in his
speech said that by virtue of the Law Society Order, members of the
legal profession are now able to maintain and improve the standards of
conduct and learning of the legal profession cohesively, looking after
the interests of fellow members and coming up with regulations governing
the etiquettes, discipline and well-being of members. But more
importantly, the legal profession plays a role in the administration and
practice of law in this country. |

Brunei hosts
three-day ASEAN Sanitary Workshop |

The Agriculture
Department has always put in its efforts for a stable economic
environment of the nation along with consistent and committed measures
from all parties concerned in the agriculture industry. This included
cooperation among ASEAN member countries on agriculture growth and
development. In this regard, a workshop on Sanitary and Photo Sanitary
and Post Harvest Requirements for Export of Agriculture Produce was held
Tuesday. |

More than twenty
participants from all ASEAN member countries are attending the three-day
workshop. It was organised as an activity under the ASEAN-Australia
Development Cooperation Programme - Quality Assurance System for ASEAN
Fruit and Vegetable Project and jointly funded by the Australian
Government through AUSAID and ASEAN and managed by RMIT International.

Among its aim
was to learn and participate on the necessary protocol stipulated under
the World Trade Organisation pertaining to the export of agricultural
produce. The course is also to learn in depths on the post harvest
requirements that need to be implemented prior to exportation of
agricultural produce. |

40 principals
attend meeting session on HFMD |

As part of
efforts to deal with and control the Hand, Foot and Mouth Disease in the
country, a meeting was held Tuesday between school principals and the
Deputy Permanent Secretary at the Ministry of Education. |
|
Some 40
principal of secondary schools and colleges from throughout the country
as well as senior officers of the Ministry of Education were involved in
the meeting pertaining to the Hand, Foot and Mouth Disease. The meeting
was an ongoing effort by the Ministry of Education in handling and
monitoring the situation of the Hand, Foot and Mouth Disease apart from
upgrading steps of precaution to control the affection. The meeting was
chaired by the Acting Director of Schools, Doctor Haji Mahali bin Momin.
The Deputy Permanent Secretary at the Ministry of Education, Dayang
Apsah binti Haji Abdul Majid stressed on her ministry’s guidelines
concerning the illness. |

Members of the
public are advised to priotise strict personal hygiene like washing
hands properly with soap and clean water and that the practice should be
stressed especially on children. As an added precautionary measure, all
public places particularly toilets must be kept clean at all times. |

Brunei takes part
in inaugural Asian Football Confederation Challenge Cup in Dhaka |

|
Brunei
Darussalam is taking part in the Asian Football Confederation Challenge
Cup in Dhaka, Bangladesh next month. The team of 17 players made up of
B-League Premier One champions, QAF FC and AH United left for the
republic Tuesday. |
|
The Challenge
Cup Championship is to be held from the 1st until the 16th of April.
Brunei will be in Group B together with Sri Lanka, Nepal and Bhutan. A
total of 16 countries will compete in the Asian Football Confederation’s
latest portfolio of prestigious competitions, dedicated to national
teams of Asian emerging countries. |

In an interview, the coach of the team, Awang Mohd. Ali Mustafa said,
they will try their best to win the game from the start until they are
selected to the final. He hoped the players will perform in a high
spirit to win and lift the good image of the country. |
