Brunei-China discuss relations and economic cooperation between two
countries |

Her Royal Highness
Princess Hajah Masna, Ambassador-at-Large at the Ministry of Foreign
Affairs and Trade, Friday continued her official visit in the Jiangsu
Province, China. Her Royal Highness travelled to Yangzhou City, where
she met with the Mayor of Yangzhou, Madam Wang Yanwen, and discussed
relations between the two sides. Following the meeting, the Vice-Mayor
of Yangzhou, Mr. Chen Weiqing, hosted a luncheon in honour of Her Royal
Highness at Yangzhou State Guest House. |

Her Royal Highness’
programme during the day included several visits to places of interest
as well as a tour of Jingjue Mosque in Nanjing. In the evening, Her
Royal Highness graced a dinner hosted in her honour by the Vice-Mayor of
Nanjing, Madam Xu Huiling. |
|
Thursday evening, Her
Royal Highness had a meeting with the Vice-Governor of Jiangsu Province,
Her Excellency Huang Lixin. During the discussions, both sides exchanged
views on ways of enhancing economic cooperation and highlighted the
potential in a number of sectors such as manufacturing and services.
Following the meeting, Her Excellency Huang Lixin hosted a dinner in
honour of Her Royal Highness.
Throughout the official visit, Her Royal Highness is being accompanied
by Yang Amat Mulia Pengiran Lela Cheteria Sahibun Najabah Pengiran Anak
Haji Abdul Aziz. |

More than
30 vacant houses in Kampong Ayer to be demolished |

The Brunei Muara
District Office will demolish more than thirty vacant houses in Kampong
Ayer with the consent of the owners. Early Friday, the Consultative
Council of Mukim Burong Pingai Ayer along with Kampung Pengiran Setia
Negara and Kampung Pekan Lama with the cooperation of the Brunei Muara
District Office, the Fire and Rescue Department and the Electrical
Department organised a voluntary work dismantling a house belonging to
Dayang Dang Anak binti Moksin @ Hussin in Kampung Pengiran Setia Negara.
The house has been left vacant for the past five years and is deemed
unsafe to live in. |

The Brunei Muara
Assistant District Officer, Awang Haji Jamain bin Monin said that most
of the vacant houses that were looked into still had electrical wiring
intact and is concerned anything untoward could occur. He also called on
companies that received tenders to demolish such houses to expedite the
process. |

and Kampung Consultative Councils is not only to monitor the welfare of
the community but to promote the spirit of unity among residents. The
“memucang-mucang” or voluntary work is an age old tradition maintained

Police in
search of missing local old man |

The police are seeking
public assistance in helping them locate a local man reported missing
from home at No. 655 Kampung Lumut, Seria, since Tuesday 4th April. |

84 year-old Haji Ali
Amin bin Abdullah, of 5 feet 3 inches in height, was last seen wearing a
blue/black long sleeved shirt, black trousers and black shoes.

Accident
and Emergency Service at RIPAS Hospital in the past two years received about
76,000 patients |

The total number of
patients going to the Accident and Emergency Service Department at the
Raja Isteri Pengiran Anak Saleha Hospital in the past two years was
about 75 thousand 983 people. According to a research made by the
Ministry of Health, out of the total, 75 percent of the patients were
not serious cases and did not need to be treated immediately and can be
treated at the Health Service Centres. |

Statistics show that
the number of patients going to the Accident and Emergency Service
Department had been increasing yearly. In the year 1996, the Service
Department received 38 thousand 934 patients; in the following year the
number increased to 39 thousand 262. In the year 2000, 52 thousand 972
patients were treated and the total number of patients increased further
to 67 thousand 397 in the year 2003. |

In the year 2004, the
department received a total of 512 urgent cases, 14 thousand 863
semi-urgent cases, 60 thousand 608 non-urgent cases, and 3 thousand 946
review cases. Patients who really need urgent treatment will be given
the priority whilst the less urgent will be treated later. The condition
of emergency treatment is when the disease or badly injured cases that
can lead to handicap or even death if not treated immediately. The
department is always prepared and ready to give prompt response and
support to emergency cases requiring urgent or major medical treatment.
For such purposes, it also organises advance courses on medical and
nursing.
Out of 8 patients received at the Accident and Emergency Service
Department in a day, there is usually only one serious or less serious
patient. Treatment for the non-emergency cases can be done effectively
on working days at the nearest Health Centre Services in the country.
Meanwhile after the working hours, non-serious cases can be treated at
the Ong Sum Ping Clinic which is open from 6 in the afternoon till 9 in
the evening. During public holidays, the clinic is open from 2 in the
afternoon until 9 in the evening; while for public holiday in lieu, it’s
open from 2 in the afternoon until 11 in the evening.
Those who suffer mild ailment or minor injuries should not rush to go to
the Accident and Emergency Service Department but are advised to seek
treatment at the nearest Health Service Centre. If one gets sick during
night time and is not seriously ill, he or she can see the doctor the
next morning. If the person cannot stand the pain, only then he can seek
medical attention at the Emergency Service Department. At the moment,
there are 7 Health Service Centres in the Brunei Muara District after
the launching of the decentralisation of outpatients services from the
RIPAS Hospital to other Health Service Centres in the year 2000. Such
services were also available outside the Brunei Muara District, 4 in
Belait and another 4 in Tutong District. At the moment, the Ministry of
Health is holding a roadshow aimed at channeling patients suffering
minor injuries going to their nearest Health Services, so that the
Accident and Emergency Service Department can function more effectively
apart from upgrading its service as to handle serious cases that need
urgent treatment. |

Public
advised to seek medical attention immediately |

Stroke is a devastating
illness and is one of the leading causes of death and disability
throughout the world including Brunei Darussalam. In Brunei Darussalam,
on average, around 200 cases of stroke are admitted every year, of which
70 percent are Ischaemic Strokes and 30 percent, Haemorrhagic. Stroke
victims may take weeks or months to recover and in severe cases may not
recover at all. |

Stroke involves damage
to the brain because of impaired blood supply and causes a sudden, non
convulsive malfunction of the brain. Stroke victims are generally
elderly people with degeneration of blood vessels, but children and
young adults can also be subject to stroke. |

According to a
Neurologist at the Raja Isteri Pengiran Anak Saleha Hospital, Doctor
Haji Hameed Nainar, Ischaemic Strokes are caused by reduction in blood
flow to some regions in the brain, usually due to a clot obstructing the
artery supplying that region. Haemorrhagic Strokes are caused by rupture
of a blood vessel producing bleeding within the brain. |

The report on the Atlas
of Heart Disease and Stroke, published by the World Health Organisation,
WHO shows that heart disease and stroke are also becoming more deadly,
with a projected combined death toll of 24 million by 2030. Both kill 17
million persons each year and are increasingly likely to afflict those
in poor countries. Young people are increasingly adopting unhealthy
lifestyle. Obesity, poor diets, smoking and physical inactivity are the
leading causes of heart disease and stroke are now being seen at an
alarmingly early age. WHO said that the young should be encouraged as
early as possible to lead a healthy lifestyle, including diet and
exercise, before they can develop any serious problems.
Doctor Haji Hameed further suggested that most people know the symptoms
of a heart attack and that they would come to the hospital immediately
and gets an appropriate treatment. Unfortunately, very few people are
aware of the symptoms and signs of a stroke and therefore come to
hospital much later after the stroke.
In this matter, emphasis should be laid on prevention strategies. The
public should be advised to have regular medical check-ups to monitor
their blood pressure, to check cholesterol and blood sugar levels and to
find out if they have any heart diseases. They should be advised to stop
smoking, increase exercises and lose weight if they are obese. They must
be strongly advised to seek medical attention immediately if they have
any warning signs of stroke. |

DES
recovers about $3 million in arrears from consumers who failed to pay their
bills |

Since the operation to
cut-off electricity for default payments, the Revenue Management,
Department of Electrical Services has recovered about 3 million dollars.
And so far, about 600 houses and business establishments have their
electricity cut-off, as the Department of Electrical Services (DES) came
hard on them for not paying their bill. DES has sent a stiff warning to
both businessmen and the public in general that the department means
business. |

The department, through
its Revenue Management Section, said on March 23rd, it would be
implementing an operation to cut off electrical supply for those who
fail to make payment on their electricity bills. The Revenue Management,
DES, in its latest statistics revealed there still money owing to them.
Commercial businesses in Brunei owed the department around 40 million
dollars in unpaid bills, domestic households owed around 79 million
dollars while government owed around 183 million dollars. |

miss quarterfinals of AFC Challenge Cup |

Confederation Challenge Cup in Chittagong, Bangladesh - And Brunei
Darussalam looking to nip past Nepal and into the next round, could only
manage a goalless draw with Bhutan, clinching the second group
quarterfinal spot for Nepal. Sri Lanka will now take on Chinese Taipei
in the quarterfinals in Group B. |

A win and Brunei
Darussalam ranked nine spots lower at 199 in the world would be in the
quarterfinals, but Bhutan nearly took the initiative with Kinley Dorji
just pushing his header wide.
Brunei’s Azwan Muhd. Saleh had a pair of chances just before half time,
missing widely on a free kick from outside the penalty area.
Then moments later, Azwan had Brunei’s best chance but his left-footed
attempt was just off target. A lackluster second half ensured a goalless
draw, ending Brunei’s hopes of advancement.
Meanwhile, red-clad Nepal could book their quarterfinal spot with three
points against Group B table toppers Sri Lanka in their final
preliminary match on Thursday. Sri Lanka had the first chance in the
17th minute; skipper Chathura Weerasinggha’s long-range shot hit the
crossbar.
Just a minute later though, Sri Lanka’s Mohamed Izzadeen’s curling
corner found the back of the net to put his side ahead 1-nil.
Nepal equalised with a penalty in the 74th minute after Bijay Gurung was
brought down in the area. Nepal’s Pradeep Maharjan made no mistake from
the spot to level the match 1-1. Sri Lanka will take on Chinese Taipei
in the quarter-finals today, while Nepal will face India tomorrow. |
