The Minister of Health in his message also noted that children are
among the most vulnerable groups during disasters, due
to their increased risk of death. Risk of death among
babies can increase from 2 to 70 times higher due to
diarrhea, pneumonia and malnutrition.
During emergencies, uncontrolled donations of breast-milk
substitutes may undermine breastfeeding and should be
avoided. Breastfeeding is the best life-saving strategy.
Even in non-emergency settings, babies who are under 2
months old and not breastfed have a 6 times higher risk
of death.
According to Yang Berhormat Pehin, even in emergencies,
breastfeeding mothers are still able to give their
babies clean, safe sustainable food and water supply,
and actively protect their babies from infections. He
added that breastfeeding is a guarantee of food security
for children under the age of two.
Infant formula offers no immune protection and may harm infant's
gut defence mechanisms making infections easier. Further
risks emerge from dependence on quality and supply of
formula, water and fuel, intrinsic contamination of
infant formula and difficulty in cleaning feeding
bottles.
As part of the Ministry of Health's emergency preparedness plan,
Yang Berhormat Pehin said, networking between the
experts in breastfeeding and the National Disaster
Management Council needs to be initiated and executed.
Heath care workers from both Health and Medical Services
under the Ministry of Health need to be trained in
lactation management course so that they can help and
support breastfeeding mothers.

Code Strata Act Roadshow
The Land Department today launched a roadshow to raise awareness of
the legislation concerning strata estates Land Code
Strata Act, which allows permanent residents and
foreigners to purchase units within a building has been
approved and came into enforcement as of July 1, 2009.
Valuers and Estate Agents Order, 2009 also came into
effect on July 1st. Sunday's roadshow was launched by
the Minister of Development. Yang Berhormat Pehin Orang
Kaya Hamzah Pahlawan Dato Seri Setia Awang Haji Abdullah
in an address, revealed the implementation of the Act
hopes to attract the interest of investors, from within
the country as well as abroad, to invest in the
country's real estate sector. The Ministry of
Development has amended the validity of property
ownership under Brunei Darussalam's strata title from
the previous 60 years to 99 years.
Among the main aims of the Act, were to promote the ownership of
homes and residences amongst citizens and permanent
residents of Brunei as well as foreigners. It also aimed
to encourage proprietors of land to optimise the use of
their estates through "vertical development". The act
also holds the overall objective of spurring Brunei's
economy through the development of the local real estate
trade. It is hoped that the housing sector will be able
to increase the number of residential units to meet the
demands for stable housing conditions in terms of
ownership and quality. Today's function also included a
briefing on the strata ownership and its implementation
according to strata law.
The roadshow will be extended to all
stakeholders, government and private agencies, mukim and
kampung bodies, of the legislation concerning stratum
estates. It took place at the Ministry of
Development.
Israk Mikraj Ceremonies continues
Israk and Mikraj ceremonies continue in the country. Saturday
afternoon, the Ministry of Development hosted a
function, attended by it's Minister, Yang Berhormat
Pehin Orang Kaya Hamzah Pahlawan Dato Seri Setia Awang
Haji Abdullah and Deputy Minister, Dato Paduka Doktor
Awang Haji Mat Suny. Sunat hajat prayers, zikir and
tolak bala prayers, were held en masse, to seek higher
protection against the A H1N1 flu outbreak. A special
lecture on Israk and Mikraj in the context of
development, was also delivered by a special lecturer
from the Islamic Dakwah Centre, Ustaz Haji Noralizam.
Al-Quran Reading Competition
Brunei Darussalam will send one male and one female reader to
particpate in the 2009 Regional Al-Quran Reading
Competition in Kuala Lumpur, Malaysia on August 5th.

Nurulakmalina bte Haji Yahya also took an intensive
course to help them learn techniques in all aspects of
Al-Quran reading starting July 6th. Acting Permanent
Secretary at the Ministry of Religious Affairs,
Pengiran Haji Bahrom, was present. The two readers will
depart for KL on August 4th.
Nurses attend Health Promotion Centre
High quality health services depends on the skills, commitment and
dedication of nurses. While pursuing high quality
services, nurses need to be constantly aware on the
current development and changes while at the same time
constantly enhancing their knowledge on the current
health and treatment. The deputy permanent secretary at
the Ministry of Health, Awang Haji Rosli bin Haji
Mustafa made the reminder while launching an orientation
course for new nurses Saturday. He went on to say that
nurses are important and valuable human resources in
medical and health care. 79 new nurses attended the
course at the Health Promotion Centre.
Youth groups have been called on to get involved in agricultural
activities. The Belait district officer Saturday
launched a sweet corn festival in Belait. Awang Haji
Jamain bin Momin said youth involvement in agriculture
would bring many benefits and also help realise the
nation's vision of one product for one kampung. The
market program in Sungai Liang and gerai in Kampung Baru
Seria have been set up to sell village produce. Among
activities in the sweetcorn festival included a
colouring competition for school children. RTB's

Participants of Dyslexia Workshop
The Dyslexia workshop on "Meeting Educational
Needs of Learners with Dyslexia in Inclusive Classroom"
aimed to enhance professionalism and provide
opportunities to become registered education therapists
in the area of dyslexia studies. The certificate
presentation of the workshop for 25 participants was
held Sunday afternoon. Present was the Senior Education
Officer at the Ministry of Education, Awang Bukit Bin
Hidup. The 8-day workshop was organized by the Special
Education Unit. It also aimed to assess and identify
students with dyslexia and assist other teachers in
supporting them by applying the appropriate teaching and
learning strategies. The 2 week course was beneficial
for participants in gaining insight on how to properly
deal with dyslexic children.
Errant Motorist on Roadblocks
Roadblocks in the country continue to clamp
down on errant motorists who are flagrant with rules.
The Tungku Link highway, Saturday was the target of a
police roadblock between 9 and 11:30. 21 police officers
and 9 from the Pengangkutan Darat Department took part.
The operation checked driving licences, and targetted
drivers who flouted the road rules. 23 compound cases
for commercial vehicles and 1 summons was issued. 19
compound cases for individuals, 9 cases of faulty brake
lights, 3 cases of bald tyres, 6 non-conformative
licence plates, and 1 case of a non functioning horn
were found.
Arches decoration prizes presentation
The presentation of prizes for the decorated arches and
private houses as well as goverment buildings in
conjunction with the Royal birthday anniversary in the
Belait District was held Saturday afternoon. The
competition was divided into 5 categories. Saint Jame's
School Kuala Belait was adjudged champion among
non-government schools category. Winner in the
government department and private sector was the Kuala
Belait Public Works Department. Meanwhile Awang Mohd
Zainal bin Md Tahir clinched first place in the
government and private residential. The prizes were
presented by the Chairman of Municipal Board of Kuala
Belait and Seria, Awang Haji Md Yunos bin Bolhassan. The
main criterias taken into account during the judging
were creativity of lighting and arch designs.
